About ICTCL

The International Centre for Technology & Contemporary Laws (ICTCL), is the internet-based, independent, non-partisan collaborative research centre of the IPE and PPA Management  Schools in France, dedicated to examining the legal and policy dimensions of national and global issues in Technology & Contemporary Laws.

ICTCL Vision

Despite the huge comparative advantages of internet based transactions over traditional mode of paper based transactions (including process and cost reduction, speed, and wide choice among several others), quite a number of potential users, especially SMEs and consumers are still wary of engaging in online transactions, because of the lack of a predictable legal environment governing such transactions  and sensitive issues such as privacy and security due to the precarious nature of internet design and operations that make it very vulnerable to massive fraud, much faster, than the traditional fraud in pen and paper; the extra-territorial nature of internet operations, and the divergent electronic commerce related legislations springing up across different jurisdictions, word -wide, which have the tendency of stifling its growth and development , rather that enhancing e-commerce.

Thus, the primary mission of the centre therefore, is to undertake policy-related professional and academic research relating to the Information Technology, Telecommunications and E-commerce laws, with a view of seeking to contribute to the development of predictable legal environment governing internet and e-commerce transactions, in order to foster its development and growth.

Also, because that the existence of appropriate legal frameworks may not necessarily guarantee satisfactory implementation, the issue of implementation, nationally and internationally shall also feature prominently in the centre's research work.

Internet-based Working Groups

To stimulate and promote the development and growth of Information Technology and E-commerce law, the centre shall provide an online structured forum for an open and constructive discussion through Working Groups, for same.
To achieve these objectives, the centre will structure and support Working Parties in each area of interest.
The accompanying measure will seek to achieve concrete results in the areas of interest through: Issues papers, Position papers and Action plans.
ICTCL activities will be accompanied by an active dissemination program, targeting key cyber user and decision-making audiences, through both physical (seminars

ICTCL Mission

Given the fact that Cyber law is relatively at its infancy, the vision of the centre is to become one of the leading internet based Cyberlaw Research Centres in the world, that will help promote its development and growth.
